On 13th November 2022, Mr. Varawut Silpa-Acha, the Minister of Natural Resources and Environments (MNRE), attended the COP27 conference as the leader of the Thai representatives. Mr. Jatuporn Buruspat, the Permanent Secretary, and Mr. Pirun Saiyasitpanit, the Secretary of the Office of Natural Resources and Environmental Policy and Planning, attended the conference and discussed with the Thai representatives in order to know the progress of the conference under the subsidiary bodies in the 1st week of the COP27 conference. This would lead to the discussions in the conference of the partners under the United Nations’ convention on climate changes for the 27th conference (COP27), the 17th meeting of the Parties of the Kyoto Protocol (CMP17), and the 4th meeting of the Parties to the Paris Agreement (CMA4) in the 2nd week in Sharm El Sheikh, Egypt. MNRE emphasized that the Thai representatives have to closely follow issues, especially the issues affecting Thailand, and various forms of financial supports that will link the operations of Thailand in the future.
Accordingly, the important issues of the subsidiary bodies that were seriously discussed in the last week were in four aspects. The first aspect is mitigation. Clear plans have to be made for driving and improving goals and operations for reducing greenhouse gases according to the COP26 conference. The second aspect is adaptation. Plans for setting global goals on adaptation that will link to reviewing situations and global stocktake that will begin in 2023 in order to indicate the situations for reducing the greenhouse gases and adaptation and compare that to the goals of the Paris Agreement. The third aspect is loss and damage. It focuses on establishing technical and mechanical organizations with financial supports in the form of special funds in order to support countries being affected by, risky and vulnerable to obviously climate changes. The fourth aspect is climate finance. Raising the fund of 1 hundred thousand million US dollars per year for developing countries by 2025 is followed and hastened. Increasing financial supports of the expected partners is prepared in order to ensure that the supports are sufficient for the developing countries to comply with obligations.
