Today (17 August 2023) at 9:30 a.m., Mr. Jatuporn Buruspat, Permanent Secretary of the Ministry of Natural Resources and Environment (Natural Resources and Environment) assigned Mr. Talengsak Petchsuwan, Deputy Permanent Secretary, to preside over the 2023 Environmental Fund Academic Seminar: Launching of the ThaiCI (Thai Climate Initiative Fund). Mr. Hans-Ulrich Südbeck, Chargé d'affaires of the Embassy of the Federal Republic of Germany in Thailand, Mr. Piroon Saiyasitpanich, Secretary-General of the Office of Natural Resources and Environmental Policy and Planning, along with the MNRE executives. and representatives from both the public and private sectors attended the event at the Pullman King Power Hotel, Bangkok to launch a financial mechanism to support climate change operations in terms of reducing greenhouse gas emissions and adapting to climate change, and promoting Thailand's climate change action capacity with a budget of 6.5 million euros.
The Deputy Permanent Secretary thanked the representatives from the German government for their continuous cooperation in natural resources and the environment. He was referring to the latest global climate change scenario that the United Nations has pointed to in July 2023 as the hottest month on record since global surface temperature records began. Ocean temperatures are also at record highs. These signal that the world has moved beyond Global Warming into Global Boiling, a more serious climate change. The impact of the El Niño phenomenon that Thailand is facing, both drought and heavy rain, will affect all human activities, causing all relevant sectors to adjust to cope with the impact that will occur.
The development of financial mechanisms under the Enhancement and Conservation of the National Environmental Quality Act of 1992 by elevating the environment fund to support long-term climate change management is to initiate climate change finance concretely. Cooperation with the German Government in setting up the Thai Climate Fund (ThaiCI) under the Environment Fund is one of the starting points for joint achievements in addressing climate change internationally. It is to achieve the goal of Carbon Neutrality by 2050 and Net Zero by 2065. It also encourages all sectors to have appropriate and effective climate change adaptation capacity. It is for the sustaining of natural resources and the environment for future generations.
