“Dr. Chalermchai” Signs Thailand–Singapore Carbon Credit Cooperation Agreement to Advance International Greenhouse Gas Reduction under the Paris Agreement

Bangkok, 19 August 2025 — At 1:30 p.m., Dr. Chalermchai Sri-on, Minister of Natural Resources and Environment (MNRE), representing the Kingdom of Thailand, signed an international carbon credit cooperation agreement under Article 6 of the Paris Agreement with the Government of the Republic of Singapore. The signing took place together with Mr. Tan See Leng, Minister for Manpower and Minister-in-charge of Energy and Science & Technology within Singapore’s Ministry of Trade and Industry, who represented Singapore. Also present as witnesses were Mr. Phirun Saiyasitpanich, Director-General of the Department of Climate Change and Environment, along with senior executives from relevant ministries of both countries. The signing ceremony was held at The Ritz-Carlton Hotel, Bangkok.

This agreement focuses on enabling Thailand and Singapore to implement the transfer of Internationally Transferred Mitigation Outcomes (ITMOs), derived from greenhouse gas reduction projects in Thailand, in line with the country’s Nationally Determined Contribution (NDC) targets. The cooperation is expected to significantly promote greenhouse gas mitigation measures and accelerate progress toward carbon neutrality, while also delivering sustainable economic and social benefits.

Furthermore, the signing elevates international collaboration on greenhouse gas reduction and supports the transition toward a low-carbon economy. It emphasizes projects in which the public can participate in various sectors—such as forestry, clean energy, and innovation—helping to drive high-quality, internationally aligned greenhouse gas reductions. This initiative also strengthens Thailand’s readiness to become a regional hub for carbon credits in ASEAN in the future.
