Bangkok, Thailand — September 29, 2025 — At 11:00 hrs, Mr. Suchart Chomklin, Deputy Prime Minister and Minister of Natural Resources and Environment (MNRE), presided over the opening of the 4th Thailand Climate Action Conference (TCAC 2025), held under the theme “Inspiring Climate Solutions for All.” The conference convened over 2,000 participants, including Cabinet Ministers, Members of Parliament, Ambassadors, representatives of international organizations, executives from government agencies, the private sector, and provincial governors, at the Queen Sirikit National Convention Center during the Sustainability Expo (SX).

In his opening remarks, Mr. Suchart stated that TCAC 2025 marks the fourth time the event has been held, reflecting the government’s strong commitment to tackling climate change under the leadership of Prime Minister and Minister of Interior Mr. Anutin Charnvirakul. He emphasized that climate action has been elevated from the policy level to practical cooperation with all sectors and international partners, and has been formally integrated into the government’s main policy agenda presented to Parliament today. The government’s priorities include Clause 12, accelerating the installation of disaster warning systems and strengthening disaster-alert networks, particularly in high-risk areas, and Clause 13, advancing a low-carbon society. Mr. Suchart stressed that TCAC 2025 serves as a crucial platform to demonstrate Thailand’s capacity and unity in shaping the nation’s future together with the global community, with the shared responsibility to safeguard the planet and pass on a better world to future generations.

The Deputy Prime Minister underscored the urgency of climate challenges, noting that under the Paris Agreement, the global temperature rise must be limited to 1.5 degrees Celsius. However, current data show temperatures have already reached 1.75 degrees Celsius, resulting in Thailand facing severe heatwaves, floods during the rainy season, and shifting weather patterns with increasingly serious impacts on lives, property, and national security. Although Thailand contributes only about 1 percent of global greenhouse gas emissions, it is nevertheless among the countries most severely affected by climate change. In response, the government has adjusted its national target to achieve net-zero greenhouse gas emissions by 2050 under the NDC 3.0, to be submitted by late 2025. The plan aims to reduce emissions by 40 percent by 2035 across five key sectors: energy, transport, industry, waste management, and agriculture.

Mr. Suchart further noted that the Ministry of Natural Resources and Environment is advancing the draft Climate Change Act as a key mechanism to drive national climate action. The law will focus on four pillars: policy mechanisms, greenhouse gas reduction, climate adaptation, and financial mechanisms, including the creation of a climate fund to channel resources from polluters to support emission-reduction efforts. Thailand is also positioning itself as a regional hub for the carbon credit market in ASEAN, in a structured and comprehensive manner, to generate economic value, create investment opportunities, and promote innovative financial models. He emphasized the importance of empowering younger generations to work hand in hand with experienced leaders to support projects that benefit people nationwide.

In his address, Mr. Suchart expressed hope that participants would transform the inspiration gained from TCAC 2025 into practical action to turn crises into opportunities. He highlighted the importance of Move Towarding an economy and environment that advance together without leaving anyone behind, while working collectively to create a livable future world for today’s citizens and future generations.

The Thailand Climate Action Conference 2025 is being held from September 29–30, 2025, at the Queen Sirikit National Convention Center. The program includes policy dialogues, sessions on innovation and research, private sector and public engagement, exhibitions showcasing greenhouse gas reduction and climate adaptation initiatives, and the Climate Clinic for exchanging views and recommendations. For the first time, MNRE has also established direct collaboration between the private sector and communities by providing matched funding of 200,000 baht per project across 12 community networks. These initiatives will be implemented over nine months at the local level, generating concrete outcomes that can be scaled up nationally. Following TCAC 2025, Thailand will present the results and tangible progress achieved at the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 30), to be held in Brazil in November 2025. This will reaffirm Thailand’s commitment to advancing a low-carbon society, balancing economic growth with environmental stewardship, and moving toward a sustainable future.
