Thailand – United Kingdom Strengthen Cooperation to Combat Climate Crisis and Protect Biodiversity

Bangkok, 2 October 2025 — At 14:00 hrs, Mrs. Chayanan Pakdeejit, Deputy Permanent Secretary of the Ministry of Natural Resources and Environment, welcomed Mr. Mark Gooding OBE, Ambassador of the United Kingdom to Thailand, and his delegation to discuss avenues of cooperation on climate change mitigation, coastal adaptation, and biodiversity conservation. The discussions were also attended by Mr. Nakorn Tangavirapat of the Thailand Greenhouse Gas Management Organization (Public Organization), Mr. Pavich Kesavawong, Deputy Director General of the Department of Climate Change and Environment, as well as representatives from the Office of Natural Resources and Environmental Policy and Planning, the Department of Marine and Coastal Resources, and the Office of the Permanent Secretary. The meeting took place in the 17th-floor conference room of the Ministry.


Thailand is currently preparing its Second Nationally Determined Contribution (NDC 3.0) in collaboration with relevant agencies, defining targets and proportional greenhouse gas reductions across key sectors. The country attaches great importance to green finance, the development of the Climate Change Act (B.E. …), and the revision of its long-term strategy toward achieving net-zero greenhouse gas emissions at an accelerated pace. This includes advancing carbon capture, utilization, and storage (CCUS) technology, expanding renewable energy usage, and reducing industrial carbon intensity.


Thailand continues to face significant challenges in reducing emissions from the livestock sector, waste management, and agricultural methane. The country, therefore, seeks technological and policy cooperation with the United Kingdom, particularly in enhancing flood early-warning systems and learning from carbon border adjustment mechanisms (CBAM) to strengthen national capacity. Thailand is also implementing the National Biodiversity Action Plan 2023–2027, focusing on the conservation and sustainable use of biological resources.
The United Kingdom reaffirmed its readiness to support Thailand in advancing CCUS technology, sharing experience in reducing transport-sector emissions, and promoting green finance. The UK has already endorsed the UK PACT project to develop carbon pricing mechanisms and is preparing to assist Thailand through the Climate and Ocean Adaptation and Sustainable Transition (COAST) Program, which aims to enhance national capacity for sustainable coastal resilience.
