Suchart Seeks Cabinet Green Light as Thailand Raises NDC 3.0 to Accelerate Net Zero 2050 and Combat a Heating World

Bangkok, 4 November 2025 — Mr. Suchart Chomklin, Deputy Prime Minister and Minister of Natural Resources and Environment (MNRE), announced that the Cabinet, at its meeting on 4 November 2025, approved the draft of Thailand’s Second Nationally Determined Contribution (NDC 3.0). This marks a significant step in accelerating the country’s Net Zero target by 15 years to align with the 1.5ºC Pathway in accordance with Government Policy No. 13 on advancing a low-carbon society, previously delivered to Parliament by Prime Minister Anutin Charnvirakul. The upgraded commitment aims to reduce greenhouse gas emissions across all economic sectors (economy-wide) by the year 2035 and to increase carbon sequestration through enhanced efforts in the forestry and land-use sectors (LULUCF). Under the new NDC 3.0, Thailand’s net greenhouse gas emissions would decrease to 152 MtCO2eq—representing a 47 percent reduction from 2019 levels. In addition, an investment plan has been prepared to attract 230 billion baht in international financing to support Thailand in reducing greenhouse gases by 32.8 MtCO2eq in accordance with the Paris Agreement.

Mr. Suchart emphasized that upgrading the NDC to its 3.0 version reflects the government’s commitment to accelerate implementation in line with the directives of Prime Minister Anutin Charnvirakul so that pledged policies may be achieved as swiftly as possible. He further noted that this enhancement represents a major economic opportunity, positioning Thailand to gain strategic advantages on the global stage. The strengthened targets will improve Thailand’s competitiveness in international trade, enhance its ability to attract green investment, and create new employment opportunities in economic sectors transitioning toward low-carbon development.

The Department of Climate Change and Environment (DCCE) submitted the NDC 3.0 to the UNFCCC on the afternoon of 4 November 2025. The document will also be presented at the COP30 meeting in Belém, Federative Republic of Brazil, as Thailand’s formal declaration of its strengthened global commitment. Parallel to this, the government is expediting the development of national Action Plans in collaboration with all relevant agencies to transform the targets into concrete implementation. These actions will be accompanied by the integration of a digital tracking system to ensure that progress is transparent, timely, and effective moving forward.
