The Advisor to the Minister of Natural Resources and Environment explores Bruda whales to proceed with integrated planning for sustainable tourism and conservation of Bruda whales

In the case of the Jet Ski Society group organizing a water tour of more than 20 jet skis to watch Bruda whales in the Gulf of Thailand in Phetchaburi province on 13 October. This case could affect livelihoods and ecosystems in the habitat of Bruda whales and sea animals in that area, which has been hot news issue in the past. The Director-General of the Department of Marine and Coastal Resources (DMCR) has explained how the activity affects the Bruda whales and spoke with the Jet Ski group who gave good cooperation.

On 20 October 2019, Yutthaphon Ankinandana, the Advisor to the Minister of Natural Resources and Environment, said to the media that H.E. Varawut Silpa-archa, the Minister of Natural Resources and Environment has instructed them to expedite, supervise, and monitor the solution thoroughly, as well as visit the area urgently. Boat operators and whale-watching parties and all related sectors were invited on this day to have a meeting together to jointly set measures for a long-term solution. Those measures include public relations, training to educate tourists, and entrepreneurs in the area including citizens and neighboring communities. In the meantime, however, if any activity is considered as a crime or against the law, the Department of Marine and Coastal Resources will strictly enforce the law. The outcomes of this meeting will be continuously reported to the Minister of Natural Resources and Environment.

I would like to insist that the Bruda whale is a gift from the nature given to the Thai citizens. All parties must participate in the formulation of guidelines to let the Bruda whales live in their habitat under a fruitful ecosystem. The Minister of Natural Resources and Environment provided an example of the Cebu Island area in the Philippines, where it is a whale shark conservation area. Tourists visiting this area follow rules and regulations. Moreover, the local community in the area can earn income from tourists that are environmentally friendly and sustainable. This example can be used as a model for the Gulf of Thailand in this form to be a management approach." Mr. Yutthaphon explained the policy of the Minister of Natural Resources and Environment.

Mr. Sophon Thongdee, Director-General of the Department of Marine and Coastal Resources added to the media that in Thailand the Bruda whales are often found in the areas of Phetchaburi and Prachuap Khiri Khan and the Gulf of Thailand because those areas are abundant food sources of which Bruda whales usually eat: plankton, krill, small fish and squid. Therefore, he has ordered to the Marine and Coastal Resources Administration Office 3 Phetchaburi to precaution and monitor the areas, together with promoting and asking for cooperation to build public awareness to understand rules and guidelines for the good practice of whale-watching activity among the boat operators, guided tours to see Bruda whales, fishermen and tourists. They should be informed of the best practices while watching whales. The boat speed must not exceed 4 knots within a radius of 100 – 300 meters and must not more than 7 knots in a radius of 400 meters. The boat tours must not over 3 boats at a time and should not sail in the way or chase the whales, because the whales may be injured and panicked. Moreover, the boat tours should not change the boat speed suddenly and should not speed up the boats, because it may cause the whales to panic.

If mother whales and their calves are in the area, the boats should be at least 300 meters away from them. The whale watching from airplanes and helicopters should not be less than 300 meters high and 500 meters. The drone should be not at a height of less than 50 meters. Tourists should avoid using jet skis and speed boats to watch whales because they may be injured and stressed due to engine noise and drivers may face dangers from whales as well. Tourists and guided tours should not throw garbage into the sea and canals and should not give food to the whales in nature. Visitors should reduce their volume to be quiet during the activities and should not cause stress to the Bruda whales.

Mr. Sophon Thongdee, Director-General of the Department of Marine and Coastal Resources, concluded that Bruda whales are an endangered species and protected by the Wild Animal Reservation and Protection Act, B.E. 2019, stating, "No one can hunt the reserved wildlife. For violation, the penalty is 3 to 15 years imprisonment, fined 300,000 – 1,500,000 baht, or both. In the case of possession, Section 17 states that no person shall own a reserved wildlife or wildlife carcasses. The possession penalty is imprisonment for a maximum of 5 years, a fine of not more than 500,000 baht, or both." Nevertheless, “requesting the citizens, tourists, and all related entrepreneurs engage with the good practices and follow the rules and guidelines of DMCR during the Bruda whale watching activities. Additionally, asking to keep an eye on actions that may disturb marine and coastal resources, especially the rare marine animals that are endangered. If there is any action that intends to cause serious effect on marine and coastal resources, please instantly notify the DMCR for immediate collective action against the problem. If the action is considered as a legal offense, the DMCR will continue to enforce legal measures strictly.” The Director-General of DMCR insisted.

Later in the afternoon, Mr. Yutthaphon Ankinandana, the Advisor to the Minister of Natural Resources and Environment, was a chair of the meeting "Finding the Guideline of Bruda Whale Watching Management in Phetchaburi province." Together with the senior management executives under the DMCR, representatives from government and private sectors related to tourism management, volunteers to protect the sea group, and public citizens jointed the meeting at Hat Chao Samran Subdistrict Municipality, Amphoe Mueang Phetchaburi,
