The Ministry of Natural Resources and Environment proceeds to enhance the potential of personnel at all levels by opening the Institute of Human Resource Development of Natural Resources and Environment. The Institute is ready to open the first training course for executive managers of natural resources and environment at a high level.   

3 January 2020 at 13.00 hrs., H.E. Mr. Warawut Silpa-Archa, Minister of Natural Resources and Environment, gave honor to a chairman to open the Institute of Human Resource Development of Natural Resources and Environment and launched a training program title “Executive for Natural Resource and Environmental Management at a high level”, Class 1. The Minister, moreover, gave an exclusive lecture title “Policy and Guideline for administrative regarding the strategy of the Ministry of Natural Resources and Environment.” In this event, Mr. Thanetphon Thanaboonyawat, Secretary to the Minister of Natural Resources and Environment, Mr. Jatuporn Buruspat, Permanent Secretary of the Ministry of Natural Resources and Environment, alongside the Exclusives of government agencies, public servants, staffs, officials under the Ministry, and honored guests joined the event at Phet Building, Environmental Research and Training Center, Khlong Ha Subdistrict, Khlong Luang District, Pathum Thani Province.    

Mr. Warawut Silpa-Archa, Minister of Natural Resources and Environment, revealed that the missions of the Ministry of Natural Resources and Environment relating to the well-being of the people in public. The essential key of the work for government officials in the Ministry is knowledge and understand laws, regulations, orders, and rules related to the works as well as learning new technologies and blending between old and new generations for the benefits of protection and reservation natural resources and environment in the similar direction. Consequently, it is crucial to develop readiness for human resources at all levels to have the capacity and various suitable ability for working as well as happy working life and career advancement to ready to work for the benefit of organizations, public, and the nation.   

With this reason, Ministry of National Resources and Environment has established the Institute of Human Resource Development of Natural Resources and Environment to be the center of knowledge enhancement and human resource development in the Ministry as well as to be the center for government, private, and public sectors to exchange knowledge and experience, which will lead to the cooperation among sectors to solve problems and develop works for  natural resources and environment. Additionally, this institute will be the agency that produces the nation’s quality human resources for natural resource and environmental management in response to the national strategy and national reform on natural resources and environment and responding to people and public services.      

Today, the Institute of Human Resource Development of Natural Resources and Environment has opened the training project course title “Executive for Natural Resource and Environmental Management at a high level,” Class 1, for trainees who are the executives at the senior director level. The objectives of this course are making trainees to be aware of the importance of proactive management and be able to lead the area-based administrative to successfully respond with the policy of the Ministry of Natural Resources and Environment. Moreover, this course will lead the trainees to have characteristics and behaviors to indicate the ability in area management in both normal and crisis situations. The duration of this course is 15 days from 3 – 17 January 2020, and the participants who attended this course are 66 people.

At present, the Institute of Human Resource Development of Natural Resources and Environment has established training projects for officers in the Ministry at 3 levels as follows.

1. Course “Executive for Natural Resource and Environmental Management at a high level” (Nor-Bor-Tor-Sor), the target group of this course is the government officers holding a senior director’s position under the Ministry of Natural Resources and Environment.
2. Course “Preparations to enter a senior director’s position”, the target groups are the government officers holding general senior positions and the officers holding academic positions at a special professional level.
3. Course “Preparation to enter a director position at the area level”, the target groups are government officers holding general positions at the professional level and the officers holding academic positions at the professional level.

In the year 2005, the Ministry of Natural Resources and Environment has established the Office of Natural Resources and Environmental Management created as an office under the Office of the Permanent Secretary for Natural Resources and Environment. The Office is responsible for the strategic plan for civil servant development of the Ministry regarding studying research, curriculum development, and human resource development model as well as training courses for chief executive, mid-level executive, and general officers of the Ministry. The aims of the Office also include disseminating knowledge of executive development as well as supporting and coordinating the development of the civil servant development plan of the government agencies under the Ministry of MNRE. Later, the human resource development of the Ministry has been improved to have more efficiency by establishing the “Human Resources Development Institute” under the Office of the Permanent Secretary for Natural Resources and Environment, directly to the Permanent Secretary of Natural Resources and Environment. In the present 2020, it has been upgraded to be “the Institute of Human Resource Development of Natural Resources and Environment” to be an agency that appears in the Ministerial Regulation under the Permanent Secretary of Natural Resources and Environment.
